Leiston Fortress (レイストン要塞) is the headquarters of the Royal Army of Liberl, located on the shore of Valleria Lake in the region of Zeiss, approximately 337 selge north of the City of Zeiss.

Within a month after the outbreak of the Hundred Days War, the Imperial Army of Erebonia had occupied nearly all of Liberl's territory except for Leiston Fortress and the Grancel region, which remained under control of the Royal Army of Liberl.
Unbeknownst to the Imperial Army, patrol airships were secretly being developed behind the walls of Leiston Fortress by Professor Albert Russell. Upon completion, they were dispatched by veteran commander General Morgan and directed under Cassius Bright's tactics to cut off the Imperial Army's communication and supply routes, separating the occupying forces into smaller divisions. A large scale counterattack was launched, with regions falling one by one back under liberlian control, and the war was tipped in Liberl's favor, until an agreement to end the war between Liberl and Erebonia was suddenly achieved.
Thanks to Leiston's opposition during the war, it now holds the reputation of being an impregnable fortress.

Background[]
After the incident at the Central Factory where Professor Russell was kidnapped, Dorothy was able to take a photography of the same airship that took him away heading into Leiston Fortress. Once Estelle and Joshua approached the fortress, Major Cid refused any knowledge, but the gate malfunctioned in the same way as the Orbal Shutdown Phenomenon that the bracers had witnessed before.
Deducing that the professor was held in the fortress, the bracers and the engineers of the factory devised a plan to infiltrate Estelle, Joshua, Agate and Tita and rescue the professor. Once the four were hidden on a container taken to the fortress by Gustav and the Leibnitz, and avoided detection from bioscanners thanks to the professor's latest invention, they snuck into the research area and witnessed Colonel Richard and Captain Amalthea of the Intelligence Division trying to get the professor to experiment on the black orbment. He refused to cooperate, infuriated by the latter's apparent threat on Tita, and the Intelligence Division's commanders left the fortress to Grancel to continue their plans.
The rescue team took this chance to take down the guards and free the professor, but their escape route was cut off and they headed into the command center looking for a way out, where they met the Capua Family again in the dungeons. Unexpectedly, Major Cid called them into his office and revealed that Richard seized control of Leiston Fortress by holding hostage his family, as Cid was the garrison commander, and had done the same to other high ranking officers of the army, effectively starting a coup. Major Cid showed them an alternate escape route, hoping they'd be able to put a stop to the coup by warning Queen Alicia in time.

Background[]
After Richard's coup is thwarted, Cassius rejoins the army as a brigadier general and starts a large scale reorganization of the Royal Army from Leiston Fortress in order to purge the corruption and inefficacy that made the coup possible in the first place. Richard is imprisoned here for the time being, but the Capuas have managed to escape taking advantage of the chaos.
During Estelle's investigation into Ouroboros' action in the Zeiss region, she's invited to train with now Lieutenant Colonel Cid, and she and her companions are able to meet Cassius while placing a device to measure the earthquakes hitting the region. Later, Leiston Fortress is hit by a strong earthquake, caused by Walter's experiments with the Gospel, but fortunately any serious damage is prevented by Cassius' foresight.
After the second coup attempt by the remnants of the Intelligence Division, Kanone Amalthea is taken to Leiston Fortress for interrogation, where Cassius brings Richard to convince her to reveal what she knows about Ouroboros.
During the country-wide Orbal Shutdown Phenomenon, Leiston Fortress receives a Zero Field Generator to restore communications, and Cassius has the Arseille fitted with one strong enough to keep it flight-capable in order to tilt the negotiations at the Haken Gate Standoff to Liberl's favor as he and Olivert Reise Arnor planned.

Background[]
In the Sixth Plane of Phantasma, the third monument requires Richard, considered successor to the Divine Blade. The monument takes him and Kevin to a copy of Leiston Fortress, named the Impregnable Fortress.
At first, only the Research Wing is accessible, where they fight a copy of Maximillian Cid and his soldiers. Cid remembers Kevin from their visit into the Primal Ground where the Recluse Cube was stored, and after his defeat, expresses his regret at Richard leaving the army before giving him the key to the Barracks.
Inside the barracks, they find Kanone Amalthea and Special Ops Soldiers. After the battle, Richard thanks Kanone and takes the key to the Command Center.
At the Command Center, first they find General Morgan, angry that he can't go against the Lord of Phantasma's will. Morgan leaves what he wants to say to Richard to the Third Guardian waiting at the top floor of the Command Center, Cassius Bright.
They manage to defeat Cassius, and Richard is finally able to clear his hesitations about his path. After some words with the rest, Cassius asks Kevin if he now knows the identity of the Lord, and tells him that he cannot be truly alone before vanishing.
